Eight scenarios of national information superhighway development

At the 1995 G7 Ministerial Conference on the Information Society in Brussels, the G7 nations agreed a statement of eight ‘core principles’, backed up with a series of pilot projects, to promote a global information infrastructure to far surpass the Internet and its likes (Marshall, 1995): promote dynamic competition, encourage private investment, de ne an adaptable regulatory framework, ensure open access to networks, ensure universal provision of and access to services, promote equality of opportunity, promote diversity of content including linguistic and cultural diversity, and recognize the need for worldwide cooperation, particularly with developing countries. These principles have since been used as guidelines for the development of national information superhighways in Europe (European Commission, 1997), North America (Berendt, 1998) and East Asia (Langdale, 1997). Our empirical research reveals that information superhighway developments in G7 countries are a fusion of developments in four areas (Angelides and Agius, in press).
